Gail R is correct, it is Copydex, available in most shops like John Lewis/Wilkinsons/Woolworths etc.

Right at your supermarket, in the notions( where they sale straight pins, thread and such) You will find a roll of fabric tape. It rolls out, cut to size at fabrics edge
you put it between your T shirt and what you want to bond. . Then you will hold your iron on it for like 15 seconds. If it is a decal that can't take the heat. You can place a pillow case on top. the heat will go through. Ok after the 15 seconds of pressing down with the iron not on steam setting. let cool. Will go through many many washings. You can even do a light hand stitch if you like. With this fabric tape, no need for messy glue. have fun. it is so easy.
They make a fabric glue that you can find in any craft store or in WalMart. They also make stuff you can get in the fabric dept. that you put between the two fabrics and iron them together.
You would cut this stuff the same shape as the cotton fabric.
Go to the fabric store or to Walmarts fabric section, they have a specific glue for this purpose
Copydex is the usual adhesive for fabrics.

use both, the wonder-webbing under it, and iron it on... then use fabric glue around the edge so it won't ravel
too much glue will make it stiff, so when using the wonder-webbing make sure its the same size as your fabric that you are attaching
Craft glue will do it, I have a bottle called ';craft smart';.
Suitable for lampshades, fabrics, paper and leather.
