Its probably wood adhesive. Use a scraper. The new baseboard should hide the marks, if it doesn't you'll have to fill and patch before you paint.How to remove glue/adhesive?
knowing which ingredient it is would be helpful, start with vinegar, if that doesn't loosen it, try oops, then paint thinner or stripper. Good luck! Why can't you just repaint or re-stain the trim?
