they use a staple gun
They have a person with a hot glue gun and they put them on one at a time.
I think they use a sort of grease that sticks them to the bun and when baked almost fully stuck to the bun

I would say that they apply the seeds before cooking the bread.....

But, if youre acually asking: the sesame seeds are applied before baking. They stick to the bun because prior to adding the seeds an egg-wash is brushed onto the bun. An eg-wash is a roughly 1:1 mix of egg and water. The egg-wash is what makes any baked good turn a nice golden brown during baking.
