You don't. You paint over it with deck paint (deck paint is designed for boat decks and is VERY thick and seals any surface.) Then you just lay your new floor over it once it dries. Open windows and have fans going while rolling it on.
use an electric grinder with a diamond/cuphead wheel, wet the concrete to avoid creating dust





I just did a job like this and it was the fastest and by far the easiest way to get rid of adhesive on concrete





you can get the wheels on ebay at a good price if you can't find them locally
I'm not sure how safe this is, but I think gasoline works.
